Default 95 honda civic dx transmission

i have a 95 Honda civic dx automatic 1.6 16 valves, and the problom im having is the transmission dosnt kick up into a higher gear until 4000 rpms. Does anyone have any idea on what could be causing this problem. And if not does anyone know where i could get a cheap transmission it.

is your tranny fluid full? and when was the last time it was changed

Yes I checked the fluid it's fine I changed it about two weeks ago.

Yes, that's actually the reasn I changed the fluid cause I thougt it would solve th problom.
