How long has it been since the car has last run? After a year or so, the gas in the tank will get stale. Even if the engine is in perfect condition, it will be very hard to start with stale gas. Civic engines are real sensitive to that for some reason.
At this point it would be best to step away and have someone else check it.
Or check it all again yourself, but put yourself in the shoes of the "someone else" you would take it to. Forget EVERYTHING that you have done and checked so far. In other words, assume nothing! Go through the whole "car cranks but won't start" drill again, but also include the possibility that something has been put together wrong. Imagine that someone just brought the car to you saying "I just bought this car from a guy-- he was tinkering with it or something but now it won't start and no one knows why."

Thanks for all the help.I am going to start all over again from scratch since i am installing the new water pump today. I wish i could walk away but I have never done that is all my years of being a mechanic. It is what i do every day of the week. Time will tell i havent worked on it at all last week due to no time. again thanks for all everyones help
