'96 Civic no crank, no headlights
My '96 Civic has been parked for 3 months, but now has no crank, no headlights. I charged the battery and cleaned the battery posts and used a multimeter to determine that there is 12.6 volts at the cables and that the voltage from the positive battery post to chassis ground is 12.6 volts. The fuses next to the battery are ok. Only the horn works
EDIT: from the starter positive post to the chassis ground is 12.6 volts.

I had parked the Civic under a tree and leaves created a dam around the wipers, rain then flooded under the hood and into the fuse box area. Lots of debris and a mess.
I cleaned the connectors on the bottom of the fuse box and now have interior lights and turn signals. I'm still not getting continuity to the headlights and ignition fuses. There is a voltage drain as the battery is nearly discharged. Can I cut the fuse box open to clean inside? Or should I just buy a used fuse box?
