Default 97 Civic Caliper Question

Hi. I'm new to the forum. I own a 1997 Honda Civic and just had it in to have the calipers replaced... My mechanic said there was some excessive "play" going on when jiggling the calipers... front passenger side more than the left. The car has 160K on it. I took it in because when braking, the front passenger brake was making a "crunch, crunch, crunch" noise when slowly braking and coming to a stop. He said the bolts are no longer holding the calipers on tight. And when he shakes the calipers he can hear movement or rattling going on inside. Now the problem is no longer there - yipee - but I got to thinking... why didn't my mechanic just simply replace the old bolts with new ones and call it a day? Why replace the entire caliper system? Any thoughts or insights on this? Thanks.
