I understand everything has been changed out recently, but have you jumped the fan switch recently? You stick a paperclip into the harness side of the fan switch, then turn the key to ON. The fan should come on. If not, there is a fan motor problem, or a wiring problem. If the fan does come on, it is a fan switch, or relay problem.

Make sure the cooling system is completely full. If there is no flow through the radiator, the fan switch will not get hot enough to turn the fan on, even though the engine may be overheated.

Check the fuse box where the fuse and the relay plug in. If the plastic is melted, replace the whole fuse box.
