97 dx sedan makes whining noise when key is turned

My 97 dx seda makes a high pitched whining noise when the key is turned
It starts making the noise when the key is turned one click
The sound stays on when the engine is on too.
All help is appreciated.

Plz help

Power steering still works and noise is just as lout when I turn
Ac belt is off

it is most likely a fuel pump

Is it coming from the radio speakers? Radios can go bad in a way that they make noise from the speakers even when not playing.
