Default 97 honda accord overheating, fans only kick on when heat is on?

I have a 97' honda accord that was a gift from my dad for my 16th birthday, so its very sentimental to me and I REALLY want to get it fixed, but we ran into a REALLY weird problem. The car overheats WHENEVER i have to idle (sitting at red light, drive through, etc.) we've replaced the thermostat and the temp sensor, but the car's fans still ONLY kick on when the heat is on, and it only cools off when the heat is on max level. Does anyone have any idea why this is happening?

Are you losing coolant? If so I'd bet you have a busted coolant line. Could also be a faulty sensor.
