98 civic lx overheating and fan not turning on

From my experience air in system causes an overheat condition all the time. Moving or sitting.
I had that situation on my 90 Civic in downtown Las Vegas in August at 115 degrees. A shop replaced a hose & didn't bleed it.

I bled the system by setting the heat to its highest setting (fan off), taking the radiator cap off, turning the engine on, squeeze bottom and upper hose, rev the engine, and since my fan doesn't come on I did it for about give minutes.

Yesterday, I drove my car for 150 miles-50 highway 110 city--and the fan never came on. However, the temp gauge kept at its normal point. Today, I drove the car for about 30 miles--20 highway then 10 city. I was on a situation when I had to speed and raise the revolutions to 5k then it started to overheat. I tested the switch--no community. I jumped the connector and the temp lower to normal again.

Not long enough IMO. The car needs to run until the fans come on, or until the lower hose gets hot to the touch. You are waiting for the Tstat to open basically.

Sounds like a clogged rad, or an issue with a water pump.

The radiator, the thermostat, and the switch are new. The lower hose gets extremely hot and it is then when I test for continuity and get none.

So let try idling your car with radiator cap off and see if fan comes on (or not), and see if it overheat.. should takes about 15-20 mins.. this is the correct method for bleeding air pocket.. most people always in a rush and run it for like 5 mins..

I changed the switch again and bled the system.this time, the fan came on and I let the coolant cycle about 7 times with the radiator cap off. So far I have not had any problems. If everything is well, I will conclude that the problem was mainly due to air in the system. Thank you for your help.
