a/c condenser fan not turning on?

Default a/c condenser fan not turning on?
The a/c condenser fan in my 98 civic is not turning on. the a/c clutch engages and seems to work normally. my a/c doesn't cool at all i think because of the non-working fan. any idea as to what could be wrong?

The fan motor, or the ground wire near the condenser. It could also be the relay, swap condenser fan and compressor relays to check. The compressor and fan are on the same fuse so it's not the fuse.
