Default 98 civic lx owner "NEED HELP"!!!!

Ok. I need some help! I recently changed out a blown intake gasket. Put everything back the way it should be, started it up, and the engine was surging. So, I looked on line to see how to fix the problem, I was told to remove the "ECU" fuse, wait a couple of mins. Then plug it back in and this should fix the problem. I did it, and now the car turns over but doesn't start! I replaced my distributor cap and rotor, check for power, gas, and right air mixture. Everything is good! But now my car won't start! I was told I would either have to replace the ECU, or have it reprogrammed! Can somebody tell me what I am missing or how I can get my car started again?

Ok. Since my last entry, I've gotten the car to start! I replaced the distributor and it started right up! But now im back to the SURGE problem! Rpms are revving high and low. Already changed out the "idle control valve" cleaned the "tb", I don't have any vacume leaks! I don't know what else to do! I have lost my job over this issue! I need help!!!!!! Thanks!
