Default 99 civic TC lock up issue

I have a 99 Civic LX 1.6L non V tec. I noticed about 3 months ago that when driving at low speeds the car will shake. While driving at about 30 mph the engine rpm drops slighly and then immediatkey increases. While this is happenig the drive train shakes but will go away immiediatley if I speed uip or slow down. At first I assumed it was worn out CV jonts since the vibration was about the same frequency of the drive train but after they were replaced the problem persisted. I read on another forum that the Odessy had what was decribed as a " Lock-Up Clutch Judder" between 20–45 MPH and the symptoms were almost identical to what I was experiencing. I was wondering if there could be a similar issue with my car even though the Odessy issue was on a newer vehicle. Any ideas on how to fix it?
