Follow the wires out and see if there is a short. what year is it. there might be a short under the battery mount where it goes into the fire wall.

you need to find out if there is another circuit that the fuse also covers.
it may be something else. have to troubleshoot.
so, what other circuit(s) do that fuse provide for ??

unplut the compressor connector, install another fuse (better yet use a circuit breaker so you don't have to keep on replacing fuses till you locate the problem,, ) and see if it blows again.........
if it does not,, chk the wiring going into the thermal protector in the compressor i have seen it short out to ground a few times .. or could be the a/c coil itself

if it still blows, you got to start doing the eliminating process ,,, disconnect the plug for the condensor fan motor , chk the wiring for a short to ground ( pinched, exposed ) ,

You can check the compressor to ground to see if your compressors grounded. A bad compressor will blow fuses.
