Default apexi controller

yo peeps
ive just had a apexi vtec controller fitted to my 1.8 vti.
the vtec has been set to 4000 rpm and the controller lights up and says that vtec is engaged when i rev to 4000 so the controller is working.thing is i still get the deep note change from the induction when i hit 6000rpm which is what i thought shoud now be happening at 4000rpm.is this right or is my controller not working?
can anyone help?
cheers

I don't suggest v-tec controllers to people because honda make some of the best motors. There is a reason why they chose 6000rpms for v-tec to kick in.
