I drove home in the rain last night, but I didn't notice anything out of the ordinary.

I've never noticed anything. It's pouring rain here today and I haven't heard a peep.

from what ive read (i believe this applys to all non-si 7th gens) the downpipe can get too close to the chasis and actually vibrate on it when it rains because of the cold water causing expansion to the hot downpipe.

Well mine is an Si and sometimes I get rattling in the back, but I have a full aftermarket system. It never did it until I backed up too close to a curb once and hit it.

I'm failing hard because my 7th-gen Civic is making the noise you described?
