Default b16a2 swap ecu

Hey guys I'm pretty new to Hondas so go easy on me. I've got a 99 civic sedan with a cute d16y7 and auto trans. It got stolen a couple weeks ago and came back trashed so I'm using this as an excuse to swap in a spare b16a2 and hydro trans that I'm building up currently.

I have the factory harness that came with the b16 and I'm curious what ecu i should be running once i do the swap. I would like the ability to tune it myself as i have some plans of getting carried away with the build. That being said I'm not sure when it'll get that far so I'm not sold on spending $1000 on an ecu alone. What would be a factory ecu that i could use whether its chipped or not and what would be an option for tuning? I know of Hondata ( currently still doing research) and I've heard of going obd1 ecu. Since I'm new to Hondas I'm not sure if all obd1 ecus are the same or if there is a certain model i need.

What does chipping an ecu accomplish exactly is that just an "add on" that bumps the parameters around for a certain setup or is it adjustable?
If i do go with a chipped obd1 ecu what are the limits of it? Would i be able to run a boost setup with one or am i stuck with a stock b16a2 and vtec function? Im still doing googling but its a little confusing between obd2a, obd2, and obd1.

Thank you guys in advance i hope I'm just overthinking this but its alot of info to take in.
