Does the CEL work? A CEL code is a common reason that VTEC won't engage. Is the engine oil level low?

What ECU do you have? Does it support VTEC?

run a +12v wire from battery to a switch back to the vtec wire on head....
while driving down the road flip the switch does vtec now work????
this will determine if it is mechancial or electrical
if the vtec kicks in then its an electrical problem if it dont kick in then its a mechanical problem
