The blinkers are part of the combination switch assembly (see picture). You may be able to see what the problem is by removing the upper and lower column covers.

It seems like you would need to replace the entire assembly, if yours is broken.

A used one on eBay is under $40:

You could also probably pick one up for cheap from a local salvage yard, as mentioned by Mill$Civic.

realy easy to replace that..... pull steering colum cover, unplug air bag harness, then unbolt the air bag, unbolt the clock spring behind the airbag in the steering wheel, remove the large nut that holds the steering wheel on and any electrical conections, and with the wheel off it should be just a few bolts/screws and a electrical conection. and then in reverse....... preaty simple. just follow any electrical wires back to a conection and unplug them.. just be sure to plug everything back together when done. preaty simple.....

that piece in thier on the turn signal is just plastic so it wears down.... common problem if ya use your turn signals alot.....

Follow Honda's instructions for disabling the air bag exactly, it can kill you if it blows up in your face. Also when you remove and replace the clock spring you need to get it back in proper position or it will break ($300 part) when you turn the wheel. Other than those two cautions, it's a simple job.
