You could try an easy-out. If you don't know what one is just go to google.com andenter "easy-out".

I'm thinking that you could drill out the bolt/stud that is in the pipe and put in a bigger bolt with a washer and a nut. For next time, WD-40 is your friend, i learned that the hard way.

whats a down pipe? the only down pipe that i know of is on turbo cars...do you mean off of your exhaust manifold? is that the head, or the end? and is it in a threaded piece, or is it just rusted in place?

Go to an autoparts store and bet one of those blow torches, heat the bolt up just enought so that it starts to turn red... but DO NOT let it melt..then use a wrench and vouala it should come out.... in theory

That torch is like $250, if its propane it prolly won't have enough heat you need a Oxy/Acetelyne torch. I don't think you are suppose to let it get red hot.

^ yeah i was refering to the propane ones... it was mainly an idea that popped into my head just then i didn't really think about it... and when i said starts to turn red, i meant that once you see red developing to stop heating it.. and the propane ones are only like $15-20.. so it isn't like it is a big investment for it... worth a shot i'd say

Coat it in PB Blaster, let it sit for a few minutes, then heat with a torch and try the impact gun again. If that doesn't work, your only other options are drilling, or an easy out, and those things are teh ghey

No offense but those propane ones really suck. I have one that my dad used to use for plumbing so i was using it on my axle nut that i couldn't get off. I got the propane torch out and heated it forever and it didn't budge. I was telling my teacher about it (he's been doin this for like 40 years) and he said that a propane torch will never be able to get hot enough to sufficiently heat a bolt. So i would stay away from the and get an Oxy/Acetelyne torch. But they are expensive as hell, brand new they run like $280 for a port-a-torch. I have only found one used one, the guy was asking more than a new torch.
