Default A/C fuse burn

Hi all, I have a civic EXI 2003 Engine B15Y2 I got an over heat then I found that My Radiator cooling fans are not working I Check the fuse box that located in the engine compartment and I found that fuse number 1 (20A) which it is for the A/C Cooling fan and it also let the A/C compressor to work. I change both cooling fan motors and still the fuse is burning. Can any one help me to find a solution for this problem.

The compressor could be shorted. Unplug compressor and try again.

The fan on the right side of the car should be on a different fuse, so it should work to cool the radiator even if the A/C fuse is blown.
