A/C Surging Problems 93 Civic Ex 1.6l
the low side seems a little high with your high side readings. you might want to clean your condenser and you will notice a little better cooling capacity. if it is clogged with debris then it degrades it's ability to dissipate the heat.
You must charge by weight to know where you stand. It's a small system with little tolerance for overcharging. Lunger has a good point about dirt in the condenser fins. Also the fins tend to get munched up from road debris.
I usually go 2 to 2.25 times the ambient temp for the high side pressure when servicing to get the proper amount in system. However the low side seems a tad bit high. I would change the expansion valve personally, if the condenser is clean and free of debris.
Full vacuum is about 30 in, so you clearly did not remove all of the air. In addition, you should pull full vacuum for about 2 h to be sure you have fully evacuated the system.
