If the idle does not slow down with the IACV wire unplugged, that shows computer will be unable to control it. Relearning won't help. In that case you must have an air leak or bad IACV. Check that the throttle cable is slack when not pressing on the gas, and the throttle plate fully closed to the stop screw (should be fully closed inside too when that happens-- the stop screw is not used to adjust idle speed). Do you have the paper gasket properly in place under the throttle body? Silicone--- ugh.

ok PROBLEM SOLVED!! The problem was the throttle plate mk. It was slightly opened causing the idle speed to be higher than it should. What I did was adjusted the stop screw and that did it. And from there I jus fined tuned the idle using the idle adjust screw. I appreciate all the help guys. I am most gr8ful.
