I forgot a part. I guess I should have also included the water pump gasket as well

My '97 was doing the same thing, and even after replacing the radiator, hoses, and thermostat, it continued to do this. Only after replacing the fan temp switch did it resolve. Not saying that's what is causing your particular problem, but I would check to see if the radiator cooling fan is coming on.
