Unhappy Cruise control

well ever since i got my civic i noticed that my cruise control never worked.
and i want to get it working now that im doing a lot of freeway driving from and to school. but have no idea on how it works or what to check.

The little light on the cruise control switch sometimes turn on (after pushing it a few times..)
but even when the light switch turns on there is no light on the Dash indicating that the cruise control is activated.
93 Civic LX

Thanks any help would be apreciated.

To use the system, get going at highway speed, then press the SET button on the wheel after turning on the master switch on the dash.

If it still won't set and it's a manual transmission, check the switch on the clutch pedal. The rubber pad may have fallen out so the pedal lever doesn't press the switch like it should.
