Default Cruise control?? Whine noise?

97 civic lx

When setting cruise it will very itself 5 to 8 mph different from what i set it at. Also you can deceal and after a minute or two you are going just as fast again. Takes awhile for it to kick in too.

Any help would be great.

Also have a whine nose going down the hwy at times. I can push in the clutch and it will go away.

The noise may be from inside the transmission. Make sure the fluid is full (checked by unscrewing the plug with the 17mm head on the right side near the axle). If you hear significant noise idling in neutral which goes away when you press the clutch in, the input shaft bearings are bad. This is very common.
