Does modified B16a2 with gsr cams need to be tuned?

I have a 93 Civic Ex the previous owner had among other things put in a b16a2 engine and gsr cams he told me that I should take it into a shop and have it tuned because he had just recently put the engine and cams in, and didn't put an exhaust on it yet. I haven't driven it yet because the weather is pretty bad here, in the single digits. I have started it up and I know it will idle high because it's cold. But when i starts it it will idle at like 2.5k rpm bobbing up to 3k and down to 2k which doesn't seem normal. After a couple minutes it will drop to a constant 2k and then after maybe 6 minutes of idling it will drop to 1k or a little below. I guess that might be two questions, do you think it needs to be tuned and what could be causing it to idle like that. Thanks for the help

Im far from an expert but i would have to say a tune would be a good idea. You might be able to drive decently safe without it but from a performance and longevity stand point a good tune goes a long way.

RPMs that high and bobbling around isn't a good sight. When I upgraded my D16 head and replaced the turbo, I sure as hell had it tuned right away.

But like BX said, you can drive it without tuning it, but it's a bad idea since the car is used to different internals...

thanks for the reply, what do you mean by bad sight? I am definitely gonna get it tuned before I drive it know that you say that, about how much should that cost, just so I know some mechanic isn't screwin me, does anyone know any good shops in northwest ohio.
