Default E Test Fail on Daily Driver Need Help!

I have a 92' Honda Civic with a B16 swap an I have two error codes 20 an 36. Does anyone know what they are? And if they contribute to a failed etest? Or just a faulty Catalytic Converter? The car failed the HC, CO%, and NO. Also failed HC in the curb idle test. Any help would be greatly appreciated.

Code 22 indicates a VTEC malfunction. Is the engine oil low? Is the VTEC solenoid connected?

I don't know what code 36 is. Something to do with Traction Control and specific to JDM ECUs.

For the emissions failure, when was the last basic tune up (plugs, wires, cap, and rotor)? Is the ignition timing set to spec? Does the exhaust system have a cat?

Ya sorry I ment code 20. I topped up the oil b 4 the E-test and and the engine has no more than 60,000 km on her. And the wires do look in good shape.
My cat is old and I am going to replace it to see if that makes a difference.

Its so weird cause the car blew over 3 times what I was allowed on everything. One reading was over 3400!
