Hello everyone. I have a problem that is completley baffling me. If anyone can suggest something, I would appriciate it.

I have a '96 Civic EX automatic. When my headlights are off, the dash lights that display what gear I'm operate correctly. When I turn the headlights on, these light shut off and there is no gauge lights at all. This makes driving at night a dangerous thing. But if I hit my cruise control, that light does come on. My radio lights are always on, as are the lights on the individual heat distribution buttons. The dome light will only come on if I push the switch all the way over. And the ringing noise you hear when you keep your lights on when you open the door is no longer operating either. And to make it even stranger, I've had the instrument panel magically light up while driving, and then disappear into darkness again. And all of my outside lights, headlights, blinkers, brakelights, all work fine, all the time.

I checked my fuses and they are all right. Can anyone offer advice?
