Default Engine surges

1999 4 cyl honda civic.
This car has an intermitent engine surge, it is more noticeable when running at a steady speed, you can see 2 to 3 hundred RPM fluctuation on the tach reading when running at 70 mph and also the green light for the shift stick indicator "D" on the instrument panel flickers (Automatic Transmition).
This may happen for 10 minutes or so then it will stop for a while and do it again for no apparent reason.
At one time while while cruising at 70 mph with the engine acting up as described above it suddenly acted as if you would have turned the ignition key off, pulled over and stopped and the engine caught on and continued to run, this only happend once, but the surges continue, all this started after a battery replacement.
(Also the head lights have a delay when the switch is in the on position, sometime specially when is cold I have to wait up to 3 min for them to come on)
I would appreciate any insight anyone may have on this issue.

Any dash warning lights staying on while driving, such as the battery/charge system or CEL?

I would by cleaning and tightening the G1 battery and G101 thermostat housing ground wires. Sand them to a shiny metallic luster before tightening. Do the same with the battery posts and connectors.

Hello Ron,
I never had any engine warning lights coming on, just the flickering on the "D" (Drive) green light that some how appeared to be in sync with the engine surges.
I had already clean the ground connections with the exeption of the one at the thermostat housing G101, I never knew it was there, but it had a lot of old oil and grease build up and when I felt of it, realized it was loose, so I did as you suggested and wow, what a difference it made, even the transmission seems to shift smoother.
I drove the car for at least 50 miles and is great.
