Default engine swap good idea? what engine?

ok, I have a 1997 civic 4 door. I wanted to buy a turbo kit but the ones i find are for the D16 engines. I have a D16 (not sure if its VTEC or not) but from what i have been told, and read in books, the D Series engines are poor performers and cannot handle any kind of forced induction without melting a piston. Is this true? if so, and a B engine swap is logical, which engine should i choose for the best performance, and best fit for my car. Basically, I want it to be a fully compatible swap with out any loose wires or anything. And I want to retain emissions legality. Couls someone please give me a few pointers?
