fails emission test?
I have Civic '88 with D16A9 engine(wihtout CATA)
Emission test result was:
CO 0.17
CO fixed. 0.26
CO2 9.8
O2 7.1 and max. value 5.0
HC 622 and max. value 600
Poor idle
What is reason for this?
Self diagnosis led doesn't blinks
Seems that my car work's too poor
I had changed new
-Spark plugs
-Fuel filter
and I have cleaned EACV
Additionally Cold fast idle is out of spec, about 1300 rpm. It should be 2500rpm +-500 rpm.

if doing a tune-up - need to do cap, rotor and spark plug wires (if they are old - referring to spark plug wires).
What is CATA ?
What state - is it texas ?
Does the car smoke. if it does, then probably need valve guide oil seals, rings (do a compression test), and there is likely a bad valve or two.

dude do you hace the catalytic installes cause if you dont is obius that your test will fail....
second do you buy the car from someone else??? cause some time you see the catalytic but the people take out hte filter inside it so it doesnt clean air, when you remove that the cat is just useless , just to the cop see it that you have it installed... so chek if you cat has been removed his filter inside it........

EACV should be ok!
wish they would build them here without a catalytic converter.
if the idle is rough - could be leaking vacuum hoses (cannot see them by looking); replace all those small hoses (just 2 or 3 dollars in US) (the large vacuum hose off the power brake booster you should be able to tell if it is bad); or could be a bad spark plug wire or distributor cap or rotor.
i would replace the pcv valve also.
Seafoam is often recommended here on this forum to clean out the fuel system.
