If you're hearing a spinning noise from the starter but the engine doesn't turn, it could have a tooth broken off of the gear on the flywheel. With the key off, turn the engine slightly (counterclockwise) with a wrench on the crank pulley bolt, then take the wrench off and try the starter again. If that gets it started it is most likely a gear problem. You will need to remove the starter and inspect all the teeth, and probably finding one bad, replace the flywheel.
If it still just spins but doesn't turn the engine, the one-way clutch in the starter could be stripped. Generally the starter test at a parts store will not detect that, because they just power up the starter and make it spin (we know it does that) but don't actually try to drive anything with it.
If it's a manual transmission you should be able to roll-start the car in order to drive it somewhere to work on it.
