Hehe, third post in ten minutes.
I have a hand break issue. seems to be loose. How do i tighten it?
Also i would like to have my breaks be more effective towards the back of the car. Like 40% front 60% rear. Can I change that on my own? If so how? If not, how do I do it on my own, lol? The front tires and breaks seem to be wearing quickly during my training and I know it is because I don't know how to break properly yet but at the same time I am used to having more breaking in the back and it is starting to feel scary. It already caused me to crash and I just don't like it. Please help!

If you have rear drums, take your drums off and inspect that the rear brakes are staying in adjustment. If a self adjuster quits working that will cause the hand brake handle to become loose and also reduce the effectiveness of the rear brakes in normal stops.
The front tires on any front wheel drive car are going to wear faster because they do most of the work. All of the power, all of the turning, and most of the stopping. There is only so much that the rear brakes can do because the weight of the car effectively shifts to the front during a stop, thus the rear wheels tend to lose traction.

Replace the rear pads and, if necessary, the rotors. When they are functioning properly, you are likely to be more satisfied with the braking performance of your Civic.
