Default Head Gasket Leak?

So im in the process of maybe trading a 93 civic dx. When i got it the guy said it needed a O2 sensor and a TPS. I got those today and its running like crap, barley goes out of second gear, and when it does no power (goes maybe 20-25 at max). It wont stay at idle, it boggs down to where it dies sometimes. And it smokes white like crazy(i figured that was a blown head gasket or valves not seating properly). Heres the catch! The fella said he replaced the Head with a 16 valve-it origianly had an 8 valve. So i just wanted to see if i had this correct and im gnna say the head gasket is blown?
Thanks Kile

Yeah, expect to have to replace the engine, and make your offer accordingly.

Anytime someone says that the non-working used car they're trying to sell would run great if it just had a couple of inexpensive parts put on it, they're clearly lying. They would have fixed it already as that would increase its value beyond what the parts cost.
