If I were to buy these would I need anything else to set up the hids?
and does this seem like a good price?

 

Seems like a good price, but ditch the bulbs (or see if they'll give you something in the 3-4k range) since they'll be too blue to be of much use. You also run the risk of the cheap ballasts crapping out on you, especially if they're not secured correctly and get beaten around. I've also heard that you'll also want to run a bead of sealant around the plastic lens to keep water out.
