Default HELP!!! cel on my 98 civic

i need a little help with my 98 civic. the cel came on and the codes read
P1298 high voltage ELD circut. speed sensor, and 02 sensors. and the head lights were slightly flashing. so i changed the fuse box under the hood. and i replaced the alternator. and i replaced the battery and i still have the same problem. any one ever have the same problems?

why would you change your battery, alternator , and fuse box to fix potentially broken speed sensor and o2 sensors...

thats just the codes that came up. i am trying to find the main problem which is eletrical.

Check whether fuse 15 is blown under the dash. You almost definitely have a short in the wire harness running behind the intake manifold. It's caused by the wire harness rubbing on the intake manifold bracket. It's a common problem. Carefully read the fuse 15 TSB in my signature. It will tell you how to repair the problem.

i clicked on your link in your sig and it dont work. but which fuse is 15 TSB because i dont see it on the fuse map

Clicking on Fuse 15 TSB does not redirect you to a link but instead downloads a PDF of the TSB.

i opened it and it was in like another language

i got it now. and i checked the fuse and it was fine. any other thoughts
