When the engine rotates with the timing belt on wrong, the pistons will crash into the valves. This can possibly cause internal damage. You should check the compression to make sure the valves are OK.
After head replacement (assuming the new head is good), failure to start is usually because something is plugged in wrong, especially having the spark plug wires in the wrong order. It is also possible (though not always easy) to engage the distributor shaft 180 degrees out of time. While you have the engine set to TDC to check the timing belt, take off the distributor cap and confirm the rotor points to wire #1 (leading to the plug farthest from the distributor). The wires go 1-3-4-2 clockwise around the distributor.
