Does your set have straight plug and play for the light connections? or does it have a red wire and a black wire to connect to the car? if so, try switching those around

You probably have the polarity to the ballast backwards. Check with a meter. Some Civics are opposite of most cars: the common wire at the headlight plug is positive, instead of grounded like it usually is. With those a plug and play set will not work.

If the ballast is receiving 12 volts with correct polarity, the bulb should light up. Hard to tell if it is a bad ballast, igniter, or bulb, but those things only connect together one way so it doesn't matter how you install it in the car.

Edit: Also don't try to measure the voltage on wires between the ballast and bulb. If the ballast is working it could be thousands of volts which is not safe with an ordinary meter.

Try switching both the bulbs to the other ballasts. maybe you have one bad bulb and one bad ballast

is the ground good? my guess is if it's getting power and no comming on, then it's a 90% chance it's not grounded properly
