Default high suction pressure with low discharge pressure

I changed my compressor out after hearing the pulley bearing grinding a bit. However when I serviced the system my low side pressure was 110 and the high side pressure was 200. I recovered the system and changed the expansion valve thinking it was clogged but after re-servicing I'm still getting the same numbers. The compressor is running with clutch engaged but there is no noticeable change at the vents.I'm wondering if the compressor I got has bad valves in it or a clogged low side line. Anyone with any possible solution would be greatly appreciated.

Oh I changed compressor or due to my puller distorted the pulley taking it off and now it will hit the field coil so I spent the extra few bucks over a clutch rebuild kit and got a new compressor.

If you have a full charge in and are using the manifold properly (both handwheels CLOSED to measure pressures), I'd say the new compressor is a dud.
