Is there any way I can hit this out from the inside of the panel?

a small hole is drilled into the sheet metal and the puller is threaded into the metal. a sliding hammer is slid back against a stop to provide the pulling action on the sheet metal.

a good rule of thumb is the last part that was damaged has to be the first to come out to get a well done repair.

EDIT: i just noticed this dent is on a body line. that is really hard to fix right. a qualified shop can have this fixed and painted in a couple of days for fairly cheap

I see.
So the dent wouldn't just pop back into its shape if I were to tap it from the inside?

roughly estimating, how much would something like this cost to fix?

the marjority of it would pop back but the center of the dent will just stretch and create high/low spots and the dent on the body line will need to be reshaped with filler, i would say somewhere between 400-500 with labor and paint

Search the local junkyard to see if they have a painted fender that matches your car.

Find a local Paintless Dent Repair. They can do that in about 15 minutes for 75.00.
