Default idling at 0? lol help

so i bought a 95 civic about a month ago for $1200. it came with a vtec d16y8 motor with 55,000 miles on it, ram air intake, a 4 1/2 inch exhaust, led mirrors, projection headlights and a few other things...

anyways, to the point...

when im idling at a stoplight or whatever my tac sits on the post below 0rpms and my exhaust tip hits my bumper. i tightened the idle adjuster screw and now it sits at 600rpm when i start the car or when im moving but have it in neutral. i also noticed the more i have the idle adjuster screwed in it makes this hissing kind of noise more from the throttle area. the muffler doesnt hit anymore at least and i got it at a place where it only does a small hiss every few minutes. you can only hear the hiss if the hood is up, so it isnt very loud.

It still sits on the tac post when I'm at a stoplight
anyone got any ideas what the **** is going on? lol

If it really were at 0 rpm, it would stall of course. The tach can't be trusted to measure idle rpm.

Also if you have a racing cam don't expect it to idle very well. That's what stock cams are for.
