jumping RPMs..... only when cold.... what you think?

im not sure if its a problem or isnt a problem..
it only does this when its cold. ive took 2 videos of it but the first one is kinda dark, second one i made the motor ran about 20-30seconds before the video started and has a flash light on the tach so you can see it beter....
to me its acting like the fast idle WANTS to kick out... but then kicks back up.... sometimes it does it OVER AND OVER AND OVER.... but always seems to stop after the motors ran for afew mins....

im not sure if its something that can be fixed or typical? i dont like it jumping like that... more anoying than anything... so if i can fix it id like to fix it

I guess I will throw a couple of obvious ideas out there for you:
1) A faulty Fast Idle Valve (see picture).
2) A dirty or faulty EACV.

is it the rpms and the engine fluctuating or just the needle in the dash, and the engine doesnt fluctuate?

Could also be that your idle just needs to be adjusted. Or air bubbles in your coolant.

Coolant flows through the valve, and a sensor uses the engine temperature to determine the idle speed. If there is a giant air bubble in the valve and no coolant is getting in there, it doesn't know the actual engine temperature, and it gets confused
