Default license plate bolt

trying to get a front mounted license plate bolt out of the from bumper of a 96 ex civic sedan.
it was severely rusted and is the orignal one put in by the dealer. I sprayed wd40 on it and it finally came loose but it just sits and turns and never comes out.

anybody else run into and have any suggestions. it won't pull out but it did come out enough where I can hacksaw it in half. I have a feeling that is what I am going to have to do and just cut my loses and go with one bolt holding on the license plate.

thanks for the help in advance

well i havent done it BUT id say PULL THE BUMPER OFF

very quick to remove the bumper cover..... few philips screws, one on each top corner of the bumper from inside the wheel wells, and then some plastic clips on the front after ya open the hood. simple flat screwer to pull the center part of the clip out and then just pull out the 2nd part of the retainer clip part.....

and i THINK thiers a few bolts from under the car infront of the bumper BUT for mine i just pulled up and forwards on the bumper and it floped over enough for me to do my work i was doing......

with the bumper cover folded forwards you SHOULD be able to use some pliers to get to the rear of that bolts retainer to hold it and remove the bolt.... at least thats how id think it would be attached....

Yes you'll have to cut the bolt. There is a metal nut molded into the bumper but since the bolt rusted in place the nut has broken free of the plastic.

There should be 4 holes in the bumper to accomodate different size license plates. Abandon the broken bolt and drill a new hole in the plate so you can attach it with two bolts. It won't stay level with just one bolt. Another method is to drive wood screws into the bumper instead of using the factory holes.
