When shopping for brake pads, do I need to buy 2 pad sets? Or does 1 "pad set" refer to both left and right wheels?

When they sell them to you, if you were to go to autozone or some place similar, the will be sold as fronts or rears. So yes they will be both left and right just depends on whether its front or rear that you're buying.
