Main fuel relay is ticking

Main fuel relay is ticking
the main fuel relay in my 89 honda civic hb is making a ticking nosie when the CEL flashes and killing the engine. i already replaced the old one but the new one is doing the same thing what is causeing this?
the engine is a D15B2 with the head off a D16A6
the relay number is RZ-0063
started doing this when i swaped my blowed D16A6 block for the D15B2 block
wire harness is stock from the car so is the ECU
