Do what 94 said, it's a lot more complicated to rewire the car to OBDII like Hobo wants to. What code number do you have? After the new engine is in would be the time to investigate any codes, if they still occur.
Please clarify, does the light stay on with the jumper OUT? With the jumper IN, it is normal for it to stay on and not blink in the case where there are no codes stored, everything is OK.
Sometimes the ECU will forget codes every time the key is turned off. So if the light is coming on while driving, then you turn the key off and put the jumper in, you'll find there are no codes stored. Work around this by putting the jumper in while the engine is still running. The 7.5 amp "BACK UP" fuse under the hood is necessary for the ECU to remember codes.
Generally when you have a code 0 situation (light never goes out, whether jumper is in or out) the ECU is so bad that the engine will not start. You could try unplugging the ECU (always disconnect battery before unplugging an ECU) then reconnect the battery and turn the key on with ECU unplugged to be sure that there's not a short in the wiring keeping the light on.
