When the valves are open on #1, that is not TDC1. It's TDC4. #4 should be ready to fire. At TDC1, all valves of cylinder 1 will be closed.
Take the timing belt off, turn the crank 90 degrees away from TDC (so none of the pistons are at TDC where they will hit the valves) then turn the cam to TDC1, which means (if it's a SOHC engine) the UP mark on the cam pulley is up and the lines on the side are even with the edge of the head. Then turn the crank back to TDC and put the timing belt on.
If it's a DOHC you instead set both cams so the lines on the pulleys are in the center and as close to each other as possible.

Im not 100% sure...but I would think that the #1 piston should be up on the compression stroke, valves closed, timing marks at TDC , and distributor pointing to the number one cylinder sparkplug wire. Unless Im confused as to what your asking
