New timing belt tensioner won't tighten belt
I turned the motor by hand about 6 times counter clockwise after installing the new tensioner with the bolt loose, nothing changed. I see the bolt stays in the "top" of the tensioner.
The old one, I visibly noticed the tensioner moving and tension being relieved as I was removing the bolt. The old tensioner has a "wear mark" in the center of the tensioner. Should I put the old one back in (168,000 mi.)

Do you have the spring hooked up? There is supposed to be a spring attached to the tensioner to take the slack out of the belt-- during the tensioning process only. The spring doesn't do anything while running because the tensioner then is locked down with the bolt.
Again, while running, the bolt is tight and the tensioner must not be able to move back and forth at all. Only turn the engine by hand while the bolt is loose.
