No A/C (previous owner's doing)
The previous owner of my civic swapped out the engine for a B16A and apparently he has done away with the a/c. Now, I don't know if he needed to do this, but I'm wondering if a problem I'm having is because of this.
I don't really care that there's no A/C, but for some reason, even when the climate control is all the way in the "cool zone" it still pumps out hot air. I know it's summer and all, but it did this in the winter months as well.
Is this because of the a/c being removed or should it still be able to generate non-heated air?

What year Civic?
There's a valve connected to a heater hose on the firewall. When you push the dash heater lever/****, this valve opens and closes to allow or prevent coolant from circulating through the heater core. Check whether this valve is stuck open.

my 97 dx had same problem the little lever just popped off track and it stood open... just pop it right back on and its good as new
It's a 92 civic si. Hmm....could that also contribute to the fact that the slider go past a certain point into the heat?
And I don't know what I'm looking at when I look under my hood, but my mechanic said that the a/c has been taken out. Could it possibly just be disconnected?

The upper illustration is for the heater cable mechanism behind the dash and the lower one is for the heater cable valve mechanism on the firewall in the engine bay. The diagram will help you determine whether the mechanisms are broken. Regardless, you should be able to close the heater valve on the firewall if it is open. This way heat won't continue to blow from the vents as the weather gets hotter.
Usually you only need to adjust the cable at the valve (which is mounted on the firewall, on the engine side) to fix this. This is the second half of the instructions Ron posted. As a final check, make sure that you cannot move the valve arm further by hand when the lever is on cold.
Ok, I followed it outside the firewall and found the heater valve. I put the lever all the way on cold and couldn't move the valve anymore by hand. But, I took off the heater valve cable and could move it a lot more. I don't have time to look at it today so I can't figure out why the cable doesn't want to push the valve closed. Anyone have any ideas why this is? I figure the cable isn't positioned right but I can't find where I could adjust it.
Unclip the outer housing of the cable and move it toward the valve lever, then reattach the clip. If it won't move that way you'll have to go under the dash (refer to the first picture) and adjust the other end of the cable housing, in the other direction.
