Non starting 97 civic HX

Can anyone advise what the acceptable resistance reading is on a crank position sensor?

All 3 sensors in the distributor should have nearly the same resistance and no faults to ground. Unless the HX is radically different from the other versions, all timing comes from the distributor. A bad CKF sensor on the crank would not prevent starting.

Understood. Initially it appeared as if the timing belt had skipped. The cam gear was reset to TDC along with the crank. Belt, tensioner, and water pump were replaced. Additionally, the distributor, cap, wires, and plugs are brand new. The voltage at the injectors is constant and not pulsing.

Does the ignition fire sparks? You probably won't see injector pulses with a meter. Unplug one injector and put a light bulb in the plug, see if the bulb flashes. If the timing belt has skipped you need to consider the possibility of valve damage and loss of compression.
