odometer fraud or?

the numbers on my odometer aren't perfectly straight across. is it normal for some to be a little off (bit higher/lower than other numbers) or should i suspect odometer tampering with?

dont think it is fraud if someone admits to it;
(guess that was not the case).
numbers should line up (IMHO)
